While lavatory pans were separated from each other by partitions, they were not separated from the passageway and the washbasin. 18.     The food was scarce and of very poor quality.

Those regulations were repealed with effect from 1 January 1997. 25 .     New regulations were adopted in June 2004.

Food, water, and medical care were all insufficient in the first few weeks after the end of the war, but by July the situation had stabilised and observers reported that basic needs were being met.

The civil proceedings brought by the applicant, which were still pending at the latter date, could not be taken into account as they were separate from the investigation and could not be seen as its continuation
