He is represented before the Court by Ms P. Copacinschi, a lawyer practising in Chişinău. The facts of the case, as submitted by the applicant, may be summarised as follows. In April 2008 the applicant was arrested and placed in detention on suspicion of aggravated rape and ill-treatment of a young woman. On 29 December 2009 the applicant was found guilty as charged and sentenced to twelve years’ imprisonment. In the meantime, between 30 April 2008 and 6 September 2010 the applicant was detained in Prison no. 13 in Chisinau where, according to him, the conditions of detention were very poor. In particular, the applicant alleges that the cells were overcrowded and dirty, that the food was of a very poor quality and that he was not provided with appropriate medical care. COMPLAINT The applicant complains under Article 3 of the Convention that the conditions of detention in Prison no. 13 amounted to inhuman and degrading treatment.       QUESTION TO THE PARTIES   Has there been a violation of Article 3 of the Convention on account of the conditions in which the applicant has been detained between 30   April   2008 and 6 September 2010 in Prison No. 13?
