If yes, did such a request have any prospects of success or would it be dismissed due to the applicant’s inability to prove that her late father was a fallen Homeland War Veteran?     2.     What is the usual practice of the Offices of State Administration or other administrative bodies in Croatia upon receipt of requests of claimants who do not fulfill statutory requirements for a certain claim, but ask for adjournment due to pending proceedings that might enable them to meet those requirements? Is there case-law of the Croatian administrative bodies on that matter?   3.     Has there been a violation of the applicant’s right of access to court, contrary to Article   6   §   1 of the Convention?
