The facts of his case, as submitted by the applicant, may be summarised as follows. In December 2009, the applicant was arrested and placed in detention at the Rahova Penitentiary. The applicant affirms that the conditions of detention were inhuman and degrading due to overcrowding, presence of dampness and mold, poor quality of food and presence of insects. In February 2010, the applicant was transferred to Tulcea Penitentiary. The applicant says that the conditions of detention were similar to the previous ones. Moreover, he had to share a cell with detainees suffering from hepatitis and tuberculosis, but also with detainees suffering from drug addictions. In December 2010, the applicant was transferred to Iași Penitentiary where the conditions of detention were identical with the ones in Tulcea Penitentiary. Subsequently, on an unspecified date, the applicant was transferred at Vaslui Penitentiary. In June 2013, the applicant was transferred back to Iași Penitentiary. COMPLAINT The applicant complains under Article 3 of the Convention about the inhuman and degrading conditions of detention, as described above, in the Rahova Penitentiary, the Tulcea Penitentiary, the Vaslui Penitentiary and in the Iași Penitentiary.   QUESTIONS TO THE PARTIES 1.     Has the applicant been subjected, in breach of Article   3 of the Convention, to inhuman or degrading treatment in the Rahova Penitentiary, Tulcea Penitentiary, Vaslui Penitentiary and in the Iași Penitentiary?   2.     The Government are invited to provide information on the applicant’s detention conditions, in particular in connection with the material conditions of the cells where the applicant has been detained, namely the size of the cells, the number of beds, their quality, the number of persons being detained in the same cell with the applicant, the furniture and the sanitary facilities available in the cell.   3.     The Government are also invited to provide information regarding the measures taken to identify, isolate and treat communicable diseases such as tuberculosis and hepatitis and also to protect healthy detainees from contracting a disease.
