The circumstances of the case The facts of the case, as submitted by the applicants, may be summarised as follows. On 18 August 1995 the applicants’ relatives, D.B. and M.B., were killed in the village of Ićevo, allegedly by Croatian soldiers. The investigation into their deaths is still pending. COMPLAINT The applicants complain under the procedural aspect of Article 2 that the investigation into the deaths of their relatives was not effective.     QUESTION TO THE PARTIES Having regard to the procedural protection of the right to life (see paragraph 104 of Salman v.
