The applicants were detained in “special detention centres” for administrative arrestees of Kostroma. For additional details see the Appendix.   QUESTIONS 1.     Did the material conditions of the applicants’ detention in the facilities and on the dates indicated in the Appendix amount to inhuman or degrading treatment?   2.     The Government are requested to comment on all aspects of the conditions of detention which the applicants complained of.
