In July 1994 criminal proceedings ensued against three persons in relation to the killing. Those proceedings are still pending. In 2017 the applicants lodged a constitutional complaint in which they complained, inter alia , about the lack of an adequate procedural response of the domestic authorities into the killing of their husband and father. They complained that after more than twenty years since the trial had started the criminal courts had not yet held a hearing. In its decision rendered in 2018 the Constitutional Court did not examine that complaint. QUESTION TO THE PARTIES Having regard to the procedural protection of the right to life (see paragraph 104 of Salman v. Turkey [GC], no. 21986/93, ECHR 2000 ‑ VII), was the investigation in the present case by the domestic authorities in breach of Article 2 of the Convention?
