QUESTION TO THE PARTIES In view of the information contained in the applicant’s submissions of 24   November 2011 and 20 December 2011 concerning the alleged undue pressure exerted on him by the prison authorities to sign a friendly settlement agreement undertaking to withdraw the present application in exchange for his release, and the fact that the applicant’s release appears to have been effected based on his health condition rather than the agreement concerned, has the Government failed to comply with Article 34 of the Convention?
