Ils se plaignent devant la Cour de ne pas avoir reçu une indemnité complémentaire ( indennità integrativa speciale ) à laquelle ils estimaient avoir droit au sens de la loi n o 210/92. Les requérants ou leur de cujus se trouvent dans une ou plusieurs situations décrites aux numéros de 1 à 5 dans l’arrêt M.C. et autres c.   Italie (n o   5376/11, § 30, 3 septembre 2013). QUESTIONS AUX PARTIES 1.     À la suite de l’adoption de l’arrêt pilote M.C. et autres c. Italie (n o   5376/11, 3 septembre 2013), les allocations prévues par le Gouvernement à travers les lois budgétaires pour le payement des indemnités aux victimes de transfusions de sang infecté et les montants spécifiques octroyés par les autorités centrales aux Régions, ont-t-elles constitué un mécanisme efficace de nature à remédier à la défaillance structurelle dont découlait le constat de violation formulé par la Cour (voir Broniowski c. Pologne [GC], n o 31443/96, § 193, CEDH 2004 ‑ V et M.C. et autres , précité, § 117)? Référence est faite en particulier aux conclusions du Comité du Ministres ayant examiné l’exécution du jugement en question lors de sa 1377 ème réunion du mois de juin 2020   : «   (...) The Italian authorities adequately settled the problem of the annual adjustment of the IIS at central level. They earmarked 160 million euros for the payment of the arrears due to the beneficiaries (or their heirs), which were fully paid by 31 December 2014. In respect of current payments, they ensured that the IIS is submitted to an annual adjustment based on the inflation rate and paid without delay to the beneficiaries. These developments were welcomed by the Committee. To also settle the problem at regional level, the budget law for 2015 earmarked specific allocations to the Regions to enable them to pay the arrears due in respect of the retrospective adjustment of the IIS. These allocations, in a total amount of 735 million euros, were to be transferred to the Regions in four annual instalments, between 2015 and 2018. The Committee noted with satisfaction that, thanks to these arrangements, the arrears to be paid by the Regions were to be cleared by the end of 2018 and invited the authorities to report on the progress in this process. In respect of current payments, it requested information on the measures adopted to ensure that the Regions submitted the IIS to the required annual adjustment. (...)   » 2.     Considérant le but et l’objet de la procédure d’arrêt pilote ainsi que le rôle de la Cour au regard de l’article 46 de la Convention (voir Burmych et   autres c. Ukraine (radiation) [GC], n os   46852/13 et al., §§ 157-161, 181 et   214, 12 octobre 2017 (extraits) et les références qui s’y trouvent citées), peut-on considérer que, dans le cas d’espèce, le litige a été résolu au sens de l’article 37 § 1 b) de la Convention (voir Broniowski c.   Pologne (règlement amiable) [GC], n o   31443/96, § 35, CEDH 2005 ‑ IX et Wolkenberg et autres (dec.), n o   50003/99, §§ 34 et 77)   ?   3.     Pourrait-on conclure que les griefs soulevés dans ces requêtes doivent être réglés dans le cadre des mesures générales requises par l’exécution de l’arrêt pilote M.C. et autres , précité et que, partant il ne se justifie plus de poursuivre l’examen de ces requêtes, au sens de l’article 37 § 1 c) de la Convention (voir Burmych , cité ci-dessus, §§ 204 et 208, E.G. c.
