The debt amounted to around ten thousand pounds sterling at the date of lodging of the application. On 1   December 2013 the applicant lodged a motion with the Warsaw Regional Court to initiate enforcement proceedings abroad under Council Regulation (EC) No 4/2009 of 18 December 2008 on jurisdiction, applicable law, recognition and enforcement of decisions and cooperation in matters relating to maintenance obligations. An application to register the motion was received by the Maintenance Enforcement Business Centre in the United Kingdom on 17 February 2016. The debt has yet to be enforced.     QUESTIONS TO THE PARTIES 1.     Has the applicant exhausted all effective domestic remedies, as required by Article   35 §   1 of the Convention?   2.     Has there been a violation of the “reasonable time” requirement of Article   6 §   1 of the Convention by the respondent State on account of the length of the proceedings in the United Kingdom to enforce the final judgment in the applicant’s favour handed down in Poland?
