They were fined under Article 6.21 § 1 of the Code of Administrative Offences of Russia for the “promotion of homosexuality among minors” while holding their solo “pickets”. The applicants complain of breach of their right to freedom of expression and in particular about the legislative ban on the promotion of homosexuality among minors, which they also consider discriminatory. QUESTIONS TO THE PARTIES 1.     Did the applicants’ conviction of an administrative offence for “promotion of homosexuality among minors” violate their right to freedom of expression, contrary to Article 10 of the Convention (see Bayev and   Others v.
