QUESTIONS TO THE PARTIES 1.     Did the exclusion orders constitute an interference with the applicants’ right to respect for their family life within the meaning of Article   8 § 1 of the Convention? If so, was that interference in accordance with the law and necessary in terms of Article 8 § 2 of the Convention (see Üner v.   the   Netherlands [GC], no. 46410/99, §§ 54-60, ECHR 2006-XII, and Jeunesse v. the Netherlands [GC], no 12738/10, §§ 106-09, 3 October 2014)? In particular, what was the scope of review of the domestic courts which examined the applicants’ appeals against their respective exclusion orders? Did the courts carry out a balancing exercise between the need to maintain public order and security and the applicants’ right to respect for family life?   2.     Have the applicants in both applications been expelled/deported from Russia? If so, under when and under what circumstances? Until what date their re-entry into the Russian Federation is banned? The parties are invited to provide copies of relevant documents.
