The facts of the case, as submitted by the applicant, may be summarised as follows. The applicant is a former participant of the rescue operation at the site of the Chernobyl nuclear disaster. It appears that he is entitled to free housing from the State in this connection. On 20 July 2001 the Oktyabriskiy District Court of the town of Barnaul examined the applicant’s court claim in this connection. It ordered the authorities grant the applicant a flat measuring no less than nine square metres for the family of the applicant, also taking into account his right to an additional living surface. On 5 September 2001 the Altay Regional Court upheld the judgment on appeal. COMPLAINTS The applicant complains under Article 6 of the Convention and Article 1 of Protocol No. 1 about the authorities’ refusal to comply with the judgment. QUESTIONS TO THE PARTIES   1.     Was the court decision in the applicant’s favour enforced fully and in due time?   2.     If the court decision in the applicant’s favour was not enforced fully and in due time, is this fact compatible with Article 6 of the Convention and Article 1 of Protocol No. 1?
