QUESTIONS TO THE PARTIES 1.     Under the domestic law, is the person whose extradition was ultimately refused entitled to have the legal representation costs reimbursed? You are invited to submit, where available, the domestic case law as regards requests for reimbursement of costs in extradition proceedings. 2.     Is Article 6 § 1 of the Convention applicable in its civil limb to the applicant’s request to be reimbursed the costs of his legal representation in the extradition proceedings (compare Leuska and Others v. Estonia , no.   64734/11, §§ 50-52, 7 November 2017; Topolovčan v. Croatia (dec.), no.   67405/10, § 19, 11 December 2012, and Rupp v. Germany (dec.), nos.   60879/12 and 2 others, § 53, 17 November 2015)? 3.     If Article 6 § 1 of the Convention is applicable under its civil limb, has there been a breach of the applicant’s right of access to a court (see, mutatis mutandis , Leuska , cited above, §§   67 and 71, and Demjanjuk v. Germany , no.   24247/15, §§ 24-25, 24 January 2019) or of his right to a hearing within a reasonable time, guaranteed by that Article?Citations
