The applicants complain under Article 3 of Protocol No. 1 to the Convention and under Article 13 of the Convention.       QUESTIONS TO THE PARTIES 1.     Has there been a breach of the applicants’ right under Article 3 of Protocol No. 1 to participate in free elections which ensure the free expression of the opinion of the people in the choice of legislature? Did the process of examination by the domestic authorities of the applicants’ complaints offer sufficient safeguards against arbitrariness? Did such examination comply with the requirements of Article 3 of Protocol No.   1 to the Convention? Were there necessary safeguards, both in theory and in practice, put in place in order to ensure free expression of the opinion of the people voting in special polling stations for detainees and military personnel in those constituencies where such polling stations were established?   The parties are requested to provide detailed factual information, supported with relevant documents, concerning the election results in the electoral constituencies where the applicants stood as candidates.   2.     Did the applicants have at their disposal an effective domestic remedy for their complaints under Article 3 of Protocol No. 1, as required by Article   13 of the Convention?   APPENDIX No. Application no.
