QUESTIONS TO THE PARTIES 1. Was the applicant subjected to inhuman or degrading treatment or punishment in breach of Article   3 of the Convention on 31 August 2023 (see, for example, Bouyid v. Belgium [GC], no. 23380/09, §§ 86-88, ECHR 2015)?   2.     Did the Regional Prosecutor’s decision of 12 July 2024 not to initiate criminal proceedings in this respect comply with the procedural aspect of Article 3 of the Convention (see, for example, mutatis mutandis , Jeronovičs v. Latvia [GC], no.   44898/10, § 103, 5 July 2016)?
