The applicants provided evidence of certain injuries which could be sustained around the time they had been arrested and/or questioned. Mr Petrov alleges that ill-treatment occurred on 11 April 2019. Criminal proceedings concerning his complaint in that respect were instituted on 2   May 2019. According to the most recently received information from the applicant, the investigation has been still ongoing. Mr Ogur alleges that ill-treatment occurred on the night of 27   April 2017. Criminal proceedings concerning his complaint in that respect were instituted on 17   July 2017 and eventually discontinued on 15 July 2021 for lack of evidence that an offence had been committed.       QUESTIONS TO THE PARTIES 1.     Have the applicants been subjected to torture, inhuman or degrading treatment, in breach of Article 3 of the Convention? 2.     Having regard to the procedural protection from torture, inhuman and degrading treatment, (see Labita v. Italy [GC], no. 26772/95, §   131, ECHR   2000-IV and Kaverzin v. Ukraine , no. 23893/03, §§   169-182, 15   May 2012), was the investigation of the applicants’ ill-treatment complaints by the domestic authorities compatible with the requirements of Article   3 of the Convention?    Citations
