Le demandeur a obtenu un jugement en sa faveur le 31 octobre 2017, dont l'exécution a été ordonnée le 11 décembre 2017. L'exécution effective du jugement est intervenue le 25 décembre 2020. Le demandeur a ensuite engagé une procédure de réparation pour le retard d'exécution, qui s'est soldée par un refus définitif de la Cour suprême le 5 avril 2023. Le demandeur invoque une violation des droits garantis par l'article 6 § 1 et l'article 13 de la Convention européenne des droits de l'homme, ainsi que par l'article 1 du Protocole n°1.

La requête a été introduite devant la Cour européenne des droits de l'homme le 22 juin 2023 et communiquée au défendeur le 17 novembre 2025. La Cour a posé des questions aux parties concernant la violation alléguée des droits du demandeur en raison du retard dans l'exécution du jugement et l'existence de recours effectifs internes.

The judgment was finally enforced on 25 December 2020, after which the applicant initiated compensation proceedings against the Enforcement Agency for the delay. Those proceedings were unsuccessful and ended with the Supreme Court’s final decision on 5 April 2023. The applicant complains under Article 6 § 1 and Article 13 of the Convention, and Article 1 of Protocol No. 1. QUESTIONS TO THE PARTIES 1.     Were the applicant’s rights under Article 6 of the Convention and Article   1 of Protocol   No. 1 violated on account of the alleged delay in the enforcement of a judgment in his favour (see Gerasimov and Others v.   Russia , nos. 29920/05 and 10 others, §§ 164-67 and 182-83, 1   July 2014; Petrushko v.
