Procédure
La Cour a examiné la recevabilité des demandes lors d'une audience préliminaire le 7 mai 2026. Elle a décidé, en vertu de l'article 54 § 2 (b) du règlement de la Cour, de notifier les demandes au gouvernement russe. La compétence territoriale des faits allégués a été préalablement déterminée par la Grande Chambre dans l'affaire Ukraine et Pays-Bas c. Russie (2025). Certaines demandes complémentaires ont été ajournées, radiées ou déclarées irrecevables par un juge unique assisté d'un rapporteur. Les demandeurs bénéficient d'une anonymisation autorisée par la Cour.

It is to be noted that the issue of jurisdiction over the area where the incidents giving rise to the complaints allegedly took place has been examined and decided by the Grand Chamber of the Court in the case of Ukraine and the Netherlands v.   Russia ([GC], nos. 8019/16 and 3 others, §§ 327-66, 9 July 2025). The Grand Chamber’s finding will then be applied in these individual cases. In some applications, other complaints were raised. Their examination has been adjourned, or they have been struck out of the Court’s list of cases or declared inadmissible by the Court, sitting in a single-judge formation, assisted by a rapporteur as provided for in Article 24   §   2 of the Convention. In the enclosed table, whenever an applicant is referred to using initials, this indicates that the Court has authorised anonymity for that person, whose identity will not be disclosed to the public (Rule 47   §   4). Kharkiv region, Kharkiv 24/03/2022 On 24/03/2022 the applicant’s husband was killed when Kharkiv was allegedly shelled by Russian missiles at around 1 p.m. An explosion occurred close (1.5 m.) to him after he finished delivering humanitarian aid. According to the applicant, her husband died of his wounds as the ambulance could not reach him timely because of constant shelling and arrived only at 2 p.m. to find him dead. According to the medical certificate issued on 26/03/2022 he had died from a "war action causing wounds by other explosions and shell fragments". The applicant provided a marriage certificate issued on 04/11/2011.       18906/24 26/06/2022 Olesya Oleksandrivna GREBENIK 1988   Oleksandr Borysovych Morgunov, 1978, the applicant’s husband. Garage box no. 206 at Haharina St, Chernihiv, Chernihiv region 23/03/2022 The applicant’s husband lived in apartment no. 67 at 41 Mazepy St, Chernihiv. At the time of the attack, he was at the garage box no. 206 at Haharina St., garage cooperative no. 19 in Chernihiv. The garage was allegedly hit by missile (photos of destroyed garage, everything covered in rubble) which started a fire and destroyed four garages. The applicant’s husband was killed instantly. According to the medical certificate no. 570 issued on 24/03/2022, he had died from "multiple traumatic amputations caused by war action". The death certificate is dated 13/04/2022. The applicant provided a marriage certificate issued on 04/03/2010.       20686/24 17/08/2022 Iryna Yegorivna SHISTEROVA 1962   Yuriy Petrovych Shisterov, 1953, the applicant’s husband. 95 Novo-Bavarskyy Avenue, Kharkiv, Kharkiv region 21/03/2022 On 01/03/2022 the applicant’s husband was in the yard of a multi-storey building at 95 Novo-Bavarskyy Avenue, Kharkiv. At that time, an aerial shelling was carried out, and one of the missiles hit the yard. The applicant’s husband sustained explosive trauma to the right side of his body and head. On the same day, he was taken to the military hospital, and on 06/03/2022, he was transferred to the intensive care unit in an unconscious state. On 21/03/2022, the applicant’s husband died of his injuries. The applicant provided a marriage certificate issued on 30/03/1991; medical certificate dated 23/03/2022; and death certificate dated 12/04/2022. On 19/07/2022 the applicant lodged a complaint with the Ukrainian police. Art. 8 (1) - flight from one’s home as a result of the conflict between Russia and Ukraine - the applicant claimed that due to the intense fighting in Kharkiv and death of her husband she had to flee to Khmelnytskyy city. The applicant provided IDP certificate dated 28/04/2022;     Art. 3 - torture, inhuman or degrading treatment as a result of the conflict between Russia and Ukraine - the applicant claimed that, due to the death of her husband, and intense and military attacked in Kharkiv, she experienced severe mental suffering.     20796/24 19/08/2022 Anatoliy Viktorovych MARTYNENKO 1972   Kateryna Anatoliyivna MARTYNENKO 2015   Oleksandr Anatoliyovych MARTYNENKO 1995   Natalya Vasylivna Martynenko, 1973, wife of Anatoliy Viktorovych Martynenko and mother of Kateryna Anatoliyivna Martynenko and Oleksandr Anatoliyovych Martynenko;   Dmytro Anatoliyovych Martynenko, 1997, son of Anatoliy Viktorovych Martynenko and brother of Kateryna Anatoliyivna Martynenko and Oleksandr Anatoliyovych Martynenko;   Kateryna Anatoliyivna Martynenko, 2015, the applicant, daughter of Anatoliy Viktorovych Martynenko and sister of Oleksandr Anatoliyovych Martynenko. Apartment no. 2 at 43 Ostromyrska St, Hostomel, Kyiv region 27/02/2022 On 27/02/2022, the whole family (the applicants and direct victims) was at home in apartment no. 2 at 43 Ostromyrska St., Hostomel, Kyiv region. At approximately 10:20 a.m., they heard the sounds of shelling near their home. One of the missiles hit their multi-storey building. As a result, Martynenko Natalya Vasylivna and Martynenko Dmytro Anatoliyovych were severely injured. Both victims had multiple shrapnel wounds. Due to intense fighting in Hostomel, an ambulance could not reach the applicants. The applicants’ neighbours helped them transport the victims to the hospital, where both victims later died. Due to the occupation of Hostomel, the applicants were only able to receive the death certificates on 26/05/2022 and 28/05/2022, after the bodies were exhumed from a mass grave. Furthermore, as a result of the shelling, the applicant Martynenko Kateryna Anatoliyivna sustained a penetrating brain injury. On that day, she underwent surgery at a local hospital, but a shrapnel fragment remained in her head due to the extreme conditions which made it impossible to perform further surgery. After the surgery, Kateryna was placed in the intensive care unit in a coma, and she woke up at the beginning of March. On 10/03/2022, the applicants evacuated to Kyiv, where they went to the "Dobrobut" Medical Centre. There, they were advised to travel to Rome for surgery to remove the fragment from her head. On 22/03/2022, she underwent trepanation to remove the shrapnel, but this intervention caused complications. On 19/05/2022, she was diagnosed with a fistula, and at the time of lodging the application with the Court, she was still undergoing multiple medical treatments in Rome, Italy. The applicants provided a medical certificate from the "Dobrobut" Medical Centre dated 12/03/2022 and a medical certificate from Rome, Italy, dated 06/06/2022.       23263/24 22/07/2022 Oleksandr Ivanovych MAKARCHUK 1954   Ivan Oleksandrovych Makarchuk, 1981, the applicant’s son;   Natalya Mykolayivna Makarchuk, 1961, the applicant’s wife. 7A Zaozerna St, Mariupol, Donetsk region 25/03/2022 On 25/03/2022 the applicant’s son was killed when a missile hit the courtyard of the house where the applicant’s family lived. The applicant’s son was wounded in his neck and back (medical certificate no. 246 dated 30/03/2022). An ambulance could not reach him timely because of constant shelling. He died of his wounds. Death certificate dated 21/04/2022, date of death indicated as 25/03/2022. Later the same day, on 25/03/2022, the applicant’s wife allegedly suffered a heart attack. An ambulance could not reach her timely because of constant shelling. She died of chronic ischemic heart disease (medical certificate no. 245 dated 30/03/2022). Death certificate dated 21/04/2022, date of death indicated as 25/03/2022.       23313/24 20/07/2022 Svitlana Vasylivna PERVAYA 1965   Igor Oleksandrovych Pervoy, 1963, the applicant’s husband. Irpin, Kyiv region 25/03/2022 The applicant’s husband lived at 41/1 Bohdana Khmelnytskoho St, Irpin, Kyiv region. On 25/03/2022 the applicant’s husband was killed by multiple shell fragments as a result of an explosion. The body was evacuated on 01/04/2022 by the emergency services. According to the death certificate dated 05/04/2022, the applicant’s husband died in Irpin in March 2022. The applicant provided a marriage certificate issued on 25/07/2007.       24053/24 06/08/2022 Inna Volodymyrivna BULAVA 1977   Volodymyr Mykolayovych Bulava, 1952, the applicant’s father. 19 Pervomayska St, Avdiyivka, Donetsk region 08/04/2022 The applicant’s father resided in apartment no. 8 at 19 Pervomayska St, Avdiyivka. At the time of the attack, he was in the yard near his place of residence. A missile allegedly hit a location 10-15 metres from the applicant’s father and he died due to shrapnel wounds (resolution of the Security Service of Ukraine on granting permission for burial dated 11/04/2022). Also, the applicant provided photos where it can clearly be seen that the applicant’s father was near the place where the missile hit. Art. 8 (1) - flight from one’s home as a result of the conflict between Russia and Ukraine - the applicant complained that she was forced to flee her home (apartment no. 10 at 7 Budivelnykiv block, Avdiyivka, Donetsk region) and relocate to Dnipro, Dnipropetrovsk region (residence stamp in her passport and envelope with the address in Dnipro, Dnipropetrovsk region).     24194/24 30/06/2022 Anatoliy Anatoliyovych KUKIL 1968   Lyudmyla Mykhaylivna Seredova, 1949, the applicant’s mother. 9 Druha Dachna St, Shchedryshchevo, Luhansk region 13/03/2022 On 13/03/2022 the private house of the applicant’s mother in Shchedryshchevo, Luhansk region, was allegedly shelled by Russian artillery. A projectile destroyed the private house killing the applicant’s mother. The applicant provided his mother’s death certificate issued on 12/04/2022, photos of the destroyed house, his birth certificate and marriage certificate of his parents.       24313/24 30/07/2022 Olena Oleksandrivna KHUDIYASH 1974   Oleksiy Arkadiyovych Khudiyash, 1974, the applicant’s husband. 5A Molodizhna St, Boyarka, Kyiv region 26/03/2022 On 26/03/2022 a small supermarket ‘Berizka’ was allegedly shelled by Russian artillery. The applicant’s husband was inside when the shelling was carried out. He died as a result of an open craniocerebral injury. The applicant provided a medical certificate dated 28/03/2022, death certificate issued on 31/03/2022, and their marriage certificate dated 28/12/1996. A police report provided by the applicant and dated 16/06/2022 shows that the applicant made a complaint to the police on that date.     24417/24 05/07/2022 Andriy Mykhaylovych MUSHTA 1975   Nataliia Petrivna Mushta, 1953, the applicant’s mother. 59 Vyshneva St, Moschun, Kyiv region 05/03/2022 On 05/03/2022 the private house of the applicant’s mother in Moshchun, Kyiv region, was allegedly fired at from Russian rocket launchers. She died as a result of shrapnel wounds. The applicant provided his mother’s medical certificate, issued on 17/05/2022, confirming the cause of death and his own birth certificate dated 09/04/1976.     25587/24 25/07/2022 Iryna Vasylivna KOT 1987   Svitlana Vasylivna Gordiyenko, 1968, the applicant’s mother.   8 Torlova St, Mokrets, Brovary district, Kyiv region 27/03/2022 On 27/03/2022 the applicant’s village was allegedly shelled by Russian artillery. A projectile hit the courtyard and fatally wounded the applicant’s mother. The applicant complained to the Ukrainian police on 28/03/2022. The applicant provided the following documents: her mother’s death certificate dated 30/03/2022, her birth certificate dated 07/04/1987, marriage certificate dated 24/11/2007, witness statements of the neighbours (Sergiy Mykolayovych Radchenko, Oleksandr Vasylyovych Kutsiyenko and Igor Oleksiyovych Syrovatskyy), witness statement of the direct victim’s husband (Vasyl Pavlovych Gordiyenko), witness statement of the applicant’s husband (Sergiy Mykhaylovych Kot), and a police report dated 28/03/2022.     25617/24 12/08/2022 Alla Mykolayivna KRASOTA 1964   Viktor Mykhaylovych ROMANCHENKO 1962   Roman Viktorovych Romanchenko, 1985, son of Viktor Mykhaylovych Romanchenko and stepson of Alla Mykolayivna Krasota.   265 Tsentralna St, Pavlivka, Bolhrad district, Odesa region 09/05/2022 According to a witness statement, at approximately 1:45 a.m. on 09/05/2022 a field, which is located next to the house where the applicant’s son lived, was shelled with avia bombs. According to the death certificate dated 11/05/2022, the applicant’s son died as a result of injuries caused by the explosion and shrapnel. The applicant provided the following documents: direct victim’s birth certificate; incident scene inspection reports dated 09/05/2022 and 13/05/2022; witness statements dated 09/05/2022; police report dated 09/05/2022; death certificate dated 11/05/2022; medical certificate of death dated 11/05/2022, and photographs of the deceased son, damaged house and photo of a crater in the ground from an air bomb.     26594/24 28/06/2022 Kyrylo Yevgenovych GURENKO 1996   Nataliya Anatoliyivna Gurenko, 1967, the applicant`s mother. 46 Lva Landau Ave., Kharkiv, Kharkiv region Date of attack - 18/04/2022, date of death - 13/05/2022 On 18 April 2022, the applicant’s mother was receiving humanitarian aid at 46 Lva Landau Avenue, Kharkiv. At approximately 10:45 a.m., shelling began in that district, and one of the missiles struck a nearby five-storey building. As a result of the shelling, the applicant’s mother sustained injuries: shrapnel pierced her left thigh, and her left shoulder was crushed by a fragment. On the same day, she was transported to the Military Medical Clinical Centre and subsequently transferred to Kharkiv City Hospital. There, it was recommended that she go to Frankfurt, Germany, for further treatment. The journey to Germany went through Lviv, where the applicant and his mother arrived at the hospital on 01/05/2022. On 13/05/2022 the applicant’s mother died in Lviv city hospital. According to the death certificate dated 14/05/2022, the applicant’s mother died of her injuries resulting from military actions involving explosions and shrapnel. In addition to a number of other documents, the applicant also provided a medical certificate dated 19/04/2022 issued by the Military Medical Clinical Centre in Kharkiv and a medical certificate dated 30/04/2022 issued by Kharkiv city hospital as a proof of injuries.     27694/24 03/08/2022 Iryna Pavlivna KAPINOS 1953   Anatoliy Ivanovych Kapinos, 1946, the applicant’s husband 26 Kutuzova St, Ochakiv, Mykolaiv Region 03/04/2022 According to the applicant, on 03/04/2022, at around 10 a.m., her husband was killed instantly during an artillery shelling conducted by Russian forces while he was in the garden of their house. A medical certificate dated 04/04/2022 confirms that he died from shrapnel wounds that caused damage to his internal organs. The roof of the summer kitchen was also destroyed, and the windows of the house were broken. On an unspecified date, Ukrainian authorities instituted criminal proceedings into the killing of the applicant’s husband (the applicant provided a notification of 02/08/2022 from the local police confirming the ongoing criminal proceedings). On 02/08/2022 she also filed a complaint with the Investigative Committee of the Russian Federation.     27698/24 29/07/2022 Anastasiya Seyranivna MKHITARYAN 1996   Tygran Seyranovych Mkhitaryan, 1998, the applicant’s brother. 50 Pushkinska St, Irpin, Kyiv region The exact date of death was not established because the city had been occupied by Russian forces at the relevant time. According to the applicant, on 05/03/2022 she was on the phone with her brother and heard explosions before losing contact with him. On 05/03/2022 at around 2 p.m. the applicant was on the phone with her brother who was helping to evacuate people from Irpin. During their conversation the applicant heard explosions, after which she lost contact with her brother. On 03/04/2022, the body of the applicant’s brother was found by the local police in his car near 50 Pushkinska St, Irpin. According to the medical report no. 62 dated 11/04/2022, his death was caused by an explosive trauma. On 27/06/2022 the applicant complained to the Ukrainian police and the Investigative Committee of the Russian Federation.     28287/24 14/07/2022 Mariya Sergiyivna DEREVYANKO 1977   Tetyana Volodymyrivna Terentyeva, 1996, the applicant`s daughter. 175 Mykhayla Hrushevskoho Ave. (previously Pershoho Travnya St) Chernihiv, Chernihiv region 16/03/2022 According to a witness statement, on 16/03/2022 at 5 p.m., Chernihiv was shelled and the applicant’s daughter and her acquaintance with whom she was at that time hid in a basement. Half an hour later the shelling stopped, and they decided to go home. A few minutes after they left the basement, a missile exploded next to them. According to the certificate on the cause of death dated 17/03/2022, the applicant’s daughter died on 16/03/2022 due to the injuries “resulting from military operations involving explosions and shrapnel injuries”.     28458/24 07/07/2022 Maksym Ivanovych KOCHETOV 1975   Iryna Volodymyrivna Kochetova, 1982, the applicant’s wife. Administrative building at 22 Admiralska St, Mykolaiv, Mykolaiv region 29/03/2022 The applicant’s wife was a civil servant. On 29/03/2022 at 08:44 a.m. the administrative building in Mykolaiv where she was working was allegedly shelled by the Russian army and subsequently the building was destroyed. At the time of the attack the applicant’s wife was in the building and her body was found under the rubble. According to the death certificate dated 02/04/2022 the applicant`s wife died because of blunt force trauma to the body as a result of the explosion. The applicant provided a marriage certificate issued on 07/06/2001.     28481/24 14/07/2022 Lyudmyla Mykolayivna ZHURYLKINA 1966   Oleksandr Sergiyovych ZHURYLKIN 1994   Yaroslav Sergiyovych ZHURYLKIN 2001   Sergiy Lvovych Zhurylkin, 1966, husband of Lyudmyla Mykolayivna Zhurylkina and father of Oleksandr Sergiyovych Zhurylkin and Yaroslav Sergiyovych Zhurylkin. School no. 18 at 24 Haharina St, Chernihiv, Chernihiv region 03/03/2022 On 03/03/2022 during an artillery shelling of Chernihiv, one of the missiles hit school no. 18 in Chernihiv. The applicants’ husband and father at the time of attack was in this school and was injured. He subsequently died of his injuries. The applicants provided a death certificate dated 04/03/2022 and photos of the severely destroyed school no. 18. A police report dated 09/05/2022 indicates that the applicants made a complaint to the police, and confirms that the first applicant Lyudmyla Mykolayivna Zhurylkina was recognised as a victim in the criminal proceedings.     29890/24 20/09/2022 Valeriya Oleksiyivna SEMYANISTA 2000   Oleksiy Oleksiyovych Semyanistyy, 1974, the applicant’s father. Malyn, Zhytomyr region 22/05/2022 The applicant’s father worked as a conductor of passenger trains at JSC "Ukrzaliznytsia". On 21/05/2022, the applicant’s father started his work shift. On 22/05/2022, a train arrived at Malyn train station, Zhytomyr region. At approximately 1:30 p.m. on 22/05/2022, the station was allegedly shelled by the armed forces of the Russian Federation. As a result of the missile strike, the wagons on the tracks were damaged, including wagon no. 033/26279, in which the direct victim was at the time. According to the testimony of the witnesses, there were three explosions, after that no one was allowed to enter the wagons, and the applicant’s father’s wagon was only reached at 7 p.m. According to the certificate on the cause of death dated 22/05/2022, the applicant’s father died from a traumatic amputation at the level of the neck. The applicant also provided her father’s passport, birth certificate dated 01/02/2001, death certificate dated 23/05/2022, photos of the damaged wagons from Malyn train station, act of special investigation of the accident that occurred on 22/05/2022 at 1:30 p.m. dated 14/07/2022, and a police report dated 25/08/2022.     29904/24 22/07/2022 Galyna Mykolayivna ZHERNOVA 1965   Anatoliy Ivanovych Zhernovyy, 1961, the applicant’s husband. 78 Slobidska St, Izium, Kharkiv region 18/04/2022 On 18/04/2022 at approximately 1 p.m., during a Russian artillery shelling of the city of Izium, Kharkiv region, the applicant’s husband, who was in the garage at the time, sustained fatal shrapnel injuries to his head and died on the spot. The applicant provided the following documents: her and her husband’s passports; their marriage certificate; a certificate of 19/04/2022 stating the cause of death as a shrapnel injury to the head; a death certificate; a witness statement; the applicant’s application to establish the fact of death; court decision dated 15/07/2022 establishing the fact of death; and photos of her deceased husband and the destruction of the garage. Art. 8 (1) - flight from one’s home as a result of the conflict between Russia and Ukraine - the applicant also complained that she had been forced to flee her home in Izium, Kharkiv region, on 19/04/2022 and to relocate to Ivano-Frankivsk, Ivano-Frankivsk region (residence stamp in her passport and envelope with the address in Ivano-Frankivsk, Ivano-Frankivsk region);     Art. 3 - torture, inhuman or degrading treatment as a result of the conflict between Russia and Ukraine - the applicant stated that between 03/03/2022 and 19/04/2022 (when she fled), she endured hardships due to the occupation of the city by Russian soldiers and shelling (no access to gas, water, or electricity, and there was no means of communication; the applicant hid in a cellar, was forced to cook food over an open fire, and when the water ran out, she had to melt snow for drinking).   30422/24 20/07/2022 Lyudmyla Petrivna MULYAR 1981   Dmytro Anatoliyovych Mulyar, 1977, the applicant’s husband. Garden of the private house no. 31A at 9 Sichnya St, Tarasivka, Brovary district, Kyiv region 24/03/2022 On 24/03/2022 at 11 a.m. the applicant’s husband was in the garden of his house and was allegedly wounded by shrapnel. He was taken to the hospital on a tractor with the help of his neighbours but died upon arrival. The death certificate is dated 29/03/2022. The applicant complained to the Ukrainian police on 04/05/2022. The applicant also provided a marriage certificate issued on 18/02/2006.     30554/24 26/07/2022 Svitlana Oleksandrivna YAMMIN 1979   Nadiya Vasylivna Zherdetska, 1959, the applicant’s mother. 134 Akademika Vernadskoho St, Orikhiv, Zaporizhzhia region 29/05/2022 On 29/05/2022 an artillery shelling was carried out in Orikhiv, Zaporizhzhia region. During this shelling the applicant’s mother sustained life-threatening injuries and died later the same day. The applicant provided her passport, birth certificate, police report dated 03/06/2022, death certificate dated 30/05/2022 and certificate on the cause of death which states that death occurred due to penetrating shrapnel wounds to the torso and right lower limb which caused damage to the internal organs.     31130/24 12/09/2022 Valeriya Vitaliyivna DEGTYAR 1998   Nina Illivna Usachova, 1939, the applicant’s grandmother. 15 Azovstalska St, Mariupol, Donetsk region 04/04/2022 On 04/04/2022 the applicant’s grandmother was in the courtyard of a residential building at 15 Azovstalska St, Mariupol, cooking with neighbours over a campfire. At that moment, shelling began, and a shell fragment hit her in the back, passing through her abdomen. She died on the spot. The neighbours managed to drag her body to the edge of the building, but they did not have time to bury her. Another shell hit parked cars nearby, causing a fire, which resulted in the grandmother’s body being burned and mutilated. On 27/07/2022 criminal proceedings were initiated upon the applicant’s complaint. The applicant provided the following documents: her passport; an extract from the Ukrainian register of criminal investigations dated 27/07/2022; her grandmother’s passport and death certificate dated 19/05/2022; medical certificate of 17/05/2022 stating the cause of death; photos of the destroyed apartment building; a photo of the applicant’s grandmother’s grave; documents confirming her family relationship with her grandmother (the applicant’s birth certificate and marriage certificate; her mother’s birth certificate, passport, and marriage certificates).     31383/24 30/06/2022 Olga Ivanivna VASYUKOVA 1955   Sergiy Mykolayovych Kravchenko, 1976, the applicant’s son. Makariv, Bucha district, Kyiv region 08/03/2022 According to the documents submitted to the Court, the applicant’s son was in Makariv village, which was allegedly attacked by Russian airstrikes. As a result, the applicant’s son was killed on 08/03/2022 at 4:55 a.m. The applicant provided the following documents: an extract from the State civil status register, which replaces the birth certificate of the deceased son (it confirms the family relationship between the applicant and her son); a medical certificate on the cause of death issued on 17/03/2022; the death certificate of the applicant’s son dated 30/06/2022.     31569/24 06/07/2022 Nataliya Petrivna DATSKO 1961   Ivanna Stepanivna Zarashchak, 1984, the applicant`s daughter. Siversk, Bakhmut district, Donetsk region 05/05/2022 On 05/05/2022 the applicant`s daughter was at a school in Siversk. At approximately 7 a.m. that day the city was allegedly shelled and one of the missiles hit the school. The body was found on 07/05/2022 and according to the witness statements, the applicant`s daughter died when a bearing wall collapsed on her. The applicant provided her daughter’s birth certificate issued on 27/07/1984, passport, death certificate issued on 30/05/2022 and a medical certificate issued on 09/05/2022.     31817/24 06/09/2022 Veronika Lvivvna KYSELYOVA 1970   Dmytro Viktorovych Kyselyov, 1969, the applicant’s husband;   Galyna Ivanivna Kyselyova, 1947, the applicant’s mother-in-law. 33A Khvyliasta St, Mariupol, Donetsk region;   9 Rymskoho-Korsokova Ave., Mariupol, Donetsk region Date of husband’s death - 02/03/2022.   Date of mother’s-in-law death - 19/04/2022. On 02/03/2022 the applicant’s husband was in the yard of a private house located at 33A Khvyliasta St, Mariupol, Donetsk region. On that day this district was shelled and a shrapnel hit the applicant`s husband in the carotid artery. Due to constant shelling, an ambulance could not reach applicant’s husband on time, and he died subsequently.   On 09/04/2022 the applicant’s mother-in-law was in the yard of a private house at 9 Rymskoho-Korsokova avenue. At that time this district was shelled and the applicant’s mother-in-law died due to multiple life-threatening injuries caused by the shelling. As both direct victims died in occupied territory, the applicant had to prove their death through the Ukrainian courts. The applicant provided her passport, her husband’s passport, her husband’s birth certificate issued on 12/06/1969, her statements, the court’s decision on establishing the fact of her husband’s death dated 21/06/2022, the applicant’s husband’s death certificate issued on 09/08/2022, the applicant’s mother-in-law’s passport, the court’s decision on establishing the fact of her mother-in-law’s death dated 27/06/2022, the applicant’s mother-in-law’s death certificate issued on 09/08/2022.     32102/24 09/09/2022 Margaryta Arkadiyivna NAGORNA 1967     Potapenko Mykola Oleksandrovych, 1974, the applicant’s civil partner. 15A Chornovola St, Chernihiv, Chernihiv region 03/03/2022 The applicant’s partner was allegedly killed as a result of an airstrike carried out by the Russian Federation on civilian targets in Chernihiv on 03/03/2022. The applicant submitted the following evidence: her passport; the direct victim’s passport; complaint to the Ukrainian police dated 14/07/2022; notification from the Ukrainian police of 05/09/2022, confirming the registration of the applicant’s complaint lodged on 14/07/2022 and joining it to the criminal proceedings initiated on 28/02/2022; screenshot of the online application to the Investigative Committee of the Russian Federation (allegedly dated 08/09/2022); decision issued by the Chernihiv City Court establishing the fact that the applicant and the direct victim had been living together as one family without official marriage since 2006, issued on 11/07/2022; photographs of the applicant and the direct victim, depicting scenes of their everyday life (photos taken during holidays and festive events, showing them together); photo of the direct victim’s grave; response from the Ministry of Justice dated 15/05/2022, stating that according to the act dated 04/05/2022, the death occurred on 03/03/2022.     32519/24 26/08/2022 Valeriya Sergiyivna DEDIK 1988   Sergiy Vasylyovych Prokopchuk, 1962, the applicant’s father. Train station at 1 Zaliznychna St, Kramatorsk, Donetsk region 08/04/2022 On 08/04/2022, Russian armed forces allegedly carried out a missile strike on the railway station in Kramatorsk using a guided solid-fuel missile with a cluster warhead. At the time, approximately 4,000 civilians, including the applicant’s father, were at the station waiting for an evacuation train. The attack resulted in the deaths of 61 people, including the applicant’s father, as confirmed by Ukrainian police in a notification dated 08/08/2022, recognising the applicant as a victim of these events. The applicant submitted the following documents: her passport; documents confirming her relationship with the deceased; death certificate of her father dated 12/04/2022 indicating the cause of death as a life-threatening injury caused by an explosive during military action; extract from the register of pre-trial investigations dated 08/04/2022; letter from the Security Service of Ukraine (‘SBU’) dated 08/08/2022 recognising the applicant as a victim in the criminal proceedings; photographs of her deceased father at the station; images of the station with other deceased civilians and the damaged evacuation train; news reports with photos and information about the attack; images of bodies and bloodstains on the pavement, burnt-out vehicles and the damaged station building. Art. 8 (1) - flight from one’s home as a result of the conflict between Russia and Ukraine - the applicant complained that she was forced to flee her home (apartment no. 10 at 7 Budivelnykiv block, Avdiyivka, Donetsk region) and relocate to Dnipro, Dnipropetrovsk region. He established the fact of his wife’s death in the occupied territory through a court decision in Ivano-Frankivsk, where he relocated to. The decision was issued on 28/04/2022 and entered into force on 30/05/2022 (as confirmed by the stamp on the copy of the court decision). Art. 8 (1) - flight from one’s home as a result of the conflict between Russia and Ukraine - the applicant claimed that he had relocated to Ivano-Frankivsk. He provided his IDP certificate dated 21/04/2022 in that regard.   33185/24 22/08/2022 Petro Ivanovych TKACHYNA 1960   Ivan Petrovych Tkachyna, 1984, the applicant’s son. Novyi Korotych, Kharkiv region 22/04/2022 On 22/04/2022, Russian forces allegedly carried out an attack on the village of Novyi Korotych, near the city of Kharkiv. One of the shells hit the premises of the postal service “Nova Poshta”. The applicant’s son was working in a vehicle in the premises at that time. As a result of the attack, he sustained a blast injury and died. The applicant provided the following evidence: birth certificate, indicating that the applicant was the direct victim’s father; death certificate dated 27/04/2022, indicating the date of death as 22/04/2022; medical record regarding the direct victim dated 25/04/2022, indicating his date of death as 22/04/2022; complaint to the regional prosecutor’s office dated 03/06/2022; extract from the register of pre-trial investigations dated 09/06/2022; police report dated 09/06/2022.     33687/24 25/08/2022 Olena Anatoliyivna NAGORNENKO 1989   Anatoliy Ivanovych Nagornenko, 1956, the applicant’s father. 4 Proektna St, Makariv, Kyiv region 06/03/2022 On 06/03/2022 the applicant’s father was walking near 4A Proektna Street in the town of Makariv, Kyiv region, to deliver bread to his brother when a mortar shelling suddenly began, during which he was killed. According to the applicant, her father’s body remained on the street for about a month because it was impossible to conduct a burial due to constant shelling of the town. His body was later buried by volunteers. The applicant stated that she requested permission from the Security Service of Ukraine (SBU) for exhumation and reburial, but no further details were provided. On 11/05/2022 the applicant submitted a complaint to the prosecution authorities. The applicant provided the following evidence: her passport and birth certificate; death certificate of her father dated 12/07/2022; medical certificates indicating the cause of death (her father died from an open wound in the chest), issued on 22/06/2022; extract from the Ukrainian register of criminal investigations dated 11/05/2022.     34267/24 29/06/2022 Nataliya Gennadiyivna RAZKEVYCH 1971   Sergiy Grygorovych Razkevych, 1970, the applicant`s husband. School no. 2, Nemishaieve village, Kyiv region 03/03/2022 On 03/03/2022, the applicant and her husband were near the bomb shelter located at School no. 2. At around 10:15 a.m., an artillery shelling began. As a result of the attack, the applicant’s husband was injured with shrapnel and died at the scene. The applicant provided the following evidence: death certificate dated 31/05/2022; police report dated 17/05/2022; medical death certificate dated 21/05/2022; certificate proving her relationship with the applicant, issued by Nemishaieve village council on 06/06/2022.     34295/24 02/07/2022 Nataliya Anatoliyivna AVDIYENKO 1976   Dina Oleksandrivna Avdiyenko, 1953, the applicant`s mother. 22 Komsomolska St, Staryi Bilous, Chernihiv region 04/03/2022 On 04/03/2022, the applicant’s mother went into the yard of her house to feed her chickens. At approximately 10 a.m., an artillery shelling was allegedly carried out. As a result of shrapnel injuries sustained during the shelling, the applicant’s mother died at the scene. The applicant provided the following evidence: death certificate dated 13/05/2022; medical death certificate (death caused by shrapnel injuries) dated 07/05/2022; and her birth certificate.     34556/24 17/07/2022 Oleksandr Mykolayovych BANDALETOV 1963   Svitlana Volodymyrivna Bandaletova, 1967, the applicant’s wife. 15 Vladyslava Zubenka St, Kharkiv, Kharkiv region 28/04/2022 On 28/04/2022, the applicant’s wife was on her way home when, as a result of shelling, she sustained a direct shrapnel wound to the head, injuries to the thoracic organs, and combined trauma to the cranial cavity. As a result of these injuries, the applicant’s wife died at the scene. The applicant provided the following evidence: his passport; marriage certificate dated 11/11/1995; the direct victim’s passport; certificate indicating the cause of death dated 29/04/2022; death certificate dated 20/06/2022; extract from the register of pre-trial investigations dated 11/07/2022, confirming the registration of the complaint lodged on 28/04/2022.     34872/24 16/07/2022 Olena Mykhaylivna OBZHA 1959   Iryna Sergiyivna GEYLENKO 1981   Oleksandr Sergiyovych Obzha, 1987, the son of Olena Mykhaylivna Obzha and brother of Iryna Sergiyivna Geylenko. Haharina St, Chernihiv, Chernihiv region 23/03/2022 The applicants claimed that on 23/03/2022, their brother/son sustained severe bodily injuries and died as a result of an airstrike carried out by the Russian occupying forces on the city of Chernihiv. The applicants provided the following evidence: the direct victim’s passport; the applicants’ passports; certificate of cause of death (death caused by multiple body burns) issued by the medical institution dated 24/03/2022; death certificate dated 13/04/2022; the second applicant’s and direct victim’s birth certificates.     36118/24 08/07/2022 Yevgeniya Volodymyrivna US 1985   Dmytro Maksymovych Us, 2011, the applicant’s son;   Yevgeniya Volodymyrivna Us, 1985, the applicant.   Apartment building at 37 Malyasova St., Chernihiv, Chernihiv region On 16/03/2022 the applicant’s son was injured and on 23/03/2022 he died.   On 16/03/2022 the applicant was injured. On 16/03/2022, at around 11 p.m., while sheltering near the entrance inside of their apartment building at 37 Malyasova St., Chernihiv, the applicant and her son were allegedly injured by a shell blast and were hospitalised shortly afterward. On 23/03/2022, her son died in the hospital from the gunshot shrapnel wound to the head which had been caused during the blast. The next day, the applicant and her husband buried him. On 04/04/2022 they evacuated to Kyiv. On 07/04/2022 she was hospitalised, diagnosed with a gunshot shrapnel wound and an open fracture of her right lower leg, and underwent surgery. On 21/04/2022 her husband complained to the Ukrainian police. On 26/04/2022, they received their son’s death certificate. Verkhnotoretske, Pokrovsk district, Donetsk region 15/03/2022 On 15/03/2022 the Russian Armed Forces allegedly conducted a missile strike on Verkhnotoretske village, Pokrovsk district, Donetsk region. As a result, the applicant’s son received multiple shrapnel wounds to the head with damage to the skull and brain, resulting in his death. The applicant provided a copy of her passport; a medical certificate regarding the cause of her son’s death dated 18/03/2022; her son’s birth certificate dated 16/09/2002; an extract from the register of pre-trial investigations dated 09/07/2022, confirming the registration of the applicant’s complaint lodged on the same date.     36564/24 06/08/2022 Dmytro Volodymyrovych MATVIYENKO 1978   Volodymyr Fedorovych Matviienko, 1949, the applicant’s father. Pidlisne, Siverskodonetsk (previously Sievierodonetsk) district, Donetsk region 17/05/2022 On 17/05/2022 the Russian Armed Forces allegedly shelled Pidlisne village, Siverskodonetsk (previously Sievierodonetsk) district, Donetsk region. As a result of the shelling, the applicant’s father, a resident of this village, died. The applicant provided a copy of his father’s passport with a residence stamp in Pidlisne village; a death certificate dated 01/07/2022; his birth certificate dated 09/11/1978; complaint to the police and protocol of his interview as a victim, both dated 06/06/2022; police report dated 10/06/2022; a photo of his father’s body lying on the ground near his house.     1436/25 06/07/2022 Dmytro Volodymyrovych MARCHENKO 2000   Anna Igorivna Marchenko, 1977, the applicant’s mother. Private house at 5V Chovnovyi Ln., Mariupol, Donetsk region 07/03/2022 On 06/03/2022 Russian rocket fragments allegedly hit a private house at 5V Chovnovyi Ln, in Mariupol, where the applicant’s mother was staying at the time, injuring her in the head and causing her to lose consciousness. Due to the ongoing shelling and a power outage, the applicant and his father could not call an ambulance immediately. Once the shelling stopped, they took her to the hospital for initial treatment, and she was later transferred to the regional hospital. As a result of her severe injuries, the applicant’s mother died in the hospital at 6 a.m. on 07/03/2022. The applicant allegedly reported the incident to the police on 01/07/2022. The applicant provided the following evidence: his birth certificate; his mother’s passport; a medical certificate confirming the date and cause of death.     1499/25 11/07/2022 Pavlo Vitaliyovych MARCHENKO 2001   Marchenko Nataliya Petrivna, 1971, the applicant’s mother;   Marchenko Pavlo Vitaliyovych, 2001, the applicant. Private house at 22 Zarichna St, Makariv, Kyiv region On 17/03/2022 the applicant’s mother died and the applicant was injured. On the night of 17/03/2022, while the applicant and his family were at home in Makariv, Kyiv region, their house was shelled. As a result, the applicant was injured, and his mother died on the spot. He was later taken to a hospital, where he was diagnosed with a laceration on the left lower leg with tendon damage and a laceration on the left foot. The applicant remained in the hospital from 17/03/2022 to 03/06/2022. The applicant provided the following documents: his passport; medical certificates confirming his diagnosis and hospitalisation dates; his birth certificate showing his family relationship with his mother; a certificate confirming the cause of his mother’s death dated 17/03/2022 and her death certificate issued on 29/04/2022; photos of the damaged house.     5089/25 30/09/2022 Gennadiy Viktorovych ORLYANSKYY 1980   Viktor Mykhaylovych Orlyanskyy, 1949, the applicant’s father. 30 Chystyakova St, Avdiyivka, Donetsk region 02/06/2022 The applicant’s father was killed by an alleged Russian artillery shelling: he was hit on the head by a shell fragment and his left hand was amputated. On 02/06/2022 the Security Service of Ukraine (SBU) initiated a criminal investigation into this event. On 16/08/2022 the applicant lodged a complaint with the Investigative Committee of Russia, but to no avail. The applicant provided the following evidence: his passport and birth certificate; his father’s death certificate dated 12/07/2022; and his father’s birth certificate.     5235/25 22/08/2022 Tetyana Mykhaylivna SHYSHOVA 1985   Mykhaylo Mykolayovych Pohorielov, 1958, the applicant’s father 17 Dotsenka St, Chernihiv, Chernihiv region 16/03/2022 The applicant’s father was queueing for bread near a shop when the place was hit during an alleged Russian shelling. According to the medical death certificate dated 17/03/2022, his death was caused by a "massive haemorrhage, polytrauma, war-related injury". The applicant provided her birth certificate and passport, medical certificate of death dated 17/03/2022, and her father’s death certificate dated 10/05/2022. On 11/07/2022 the applicant made complaints to the Ukrainian investigating authorities.
