Italy (dec.) - 45814/99 Decision 28.9.1999 [Section III] Article 6 Civil proceedings Article 6-1 Civil rights and obligations Length of proceedings concerning an extraordinary remedy before the Head of State: inadmissible The applicant, who was a student at the material time, was refused a grant by the university authorities, who informed him that he could appeal to the regional administrative court against their decision. However, rather than instituting contentious proceedings, the applicant preferred to make a special application to the President of the Republic. His application, made on 15 February 1982, had still received no reply on 12   December 1998.
