France - 34206/96 Judgment 13.6.2000 [Section III] Article 6 Civil proceedings Article 6-1 Reasonable time Length of administrative proceedings: violation The case concerns the length of administrative proceedings (10 years, 3 months and 17 days for five levels of jurisdiction, including more than 4½ years for the examination of the applicant’s first cassation appeal). Conclusion : violation (unanimously). Article 41 - The Court considered that in the absence of a causal link between the pecuniary damage claimed and the violation, it was not appropriate to award damages in that respect.
