[1]   Judges are elected by the Assembly from lists of three candidates nominated by each State which has ratified the European Convention on Human Rights. Under the present terms of the Convention, judges are elected for six years and can be re-elected.   New judge   Luxembourg   – Dean Spielmann (Luxemburger), born in Luxembourg in 1962, has been a lawyer since 1989 and a Barrister since 1992. He was a member of the Luxembourg Bar Council from 1996 to 1998 and a member and secretary of the Disciplinary and Administrative Council of the Legal Profession from 1999 to 2001. He is presently a partner in a private law firm.   Mr Spielmann will complete the term of office of the former Luxemburg judge, Mr Marc Fischbach, who resigned with effect from 15 January 2004 and whose term of office was due to expire on 31 October 2007.   Re–elected judge   Portugal – Ireneu Cabral Barreto (Portuguese), born in Ponta do Sol, Madeira in 1941, has been a European Court of Human Rights judge since 1 November 1998 and has been Vice-President of a Section since 2001. Since 1 November 1998 it has sat as a full–time Court composed of an equal number of judges to that of the States party to the Convention. The Court examines the admissibility and merits of applications submitted to it. It sits in Chambers of 7 judges or, in exceptional cases, as a Grand Chamber of 17 judges. The Committee of Ministers of the Council of Europe supervises the execution of the Court’s judgments.
