Sir Nicolas Bratza (British) was re-elected Section President and Boštjan Zupančič (Slovenian) was elected Section President for the first time. The terms of office of the Vice-Presidents and Section Presidents will also be of three years and begin on 1 November 2004.   The Court is composed of one judge in respect of each State to have ratified the European Convention on Human Rights (currently 45 [1] ). The judges work in four Sections - each with a Section President - from which Chambers of seven judges are constituted. The Court also sits as a Grand Chamber of 17 Judges.   ***   President Wildhaber was born in 1937. He studied law at Basle and Yale universities. In 1977 he was appointed Professor at Basle University. From 1992 to 1994 he was Rector of the University. From 1975 to 1988 he sat as a judge of the Constitutional Court of the Principality of Liechtenstein and from 1989 to 1994 as a judge of the Administrative Tribunal of the Inter-American Development Bank. He has been a judge of the European Court of Human Rights since 1991 and President of the Court since 1 November 1998.   Judge Rozakis was born in 1941. He studied law in Athens and London and at the University of Illinois. From 1980 to 1986 he was Professor of Public International Law at the Pantion University in Athens and then Professor of International Law at the University of Athens. He was a member of the European Commission of Human Rights from 1987-1998. He was elected judge of the European Court of Human Rights and then Vice-President and Section President from 1 November 1998.   Judge Costa was born in 1941 and studied in Paris at the Institute of Political Studies, the Law Faculty and the National School of Administration. From 1985 to 1986 he chaired the French delegation during the negotiations for the Treaty between France and the United Kingdom for the channel fixed link. From 1989 to 1993 he was Assessor of a Chamber in the Judicial Division of the Conseil d’Etat and from 1993 to 1998 he was the President of a Chamber. He has been a Judge of the European Court of Human Rights since 1 November 1998, Section President since 1 May 2000 and Vice-President since 1 November 2001.   Judge Sir Nicolas Bratza was born in 1945. He studied law at Oxford University. After qualifying as a barrister, he was appointed Junior Counsel to the Crown, and subsequently Queen's Counsel. In 1993 he was elected a Bencher of Lincoln's Inn and appointed a Recorder of the Crown Court. He was appointed High Court Judge in 1998. He was member of the European Commission of Human Rights from 1993 to 1998. He has been a Judge of the European Court of Human Rights since 1 November 1998, was a Section President from 1 November 1998 until 30 April 2000 and has been Section President since 1   November 2001.   Judge Zupančič was born in 1947. He studied law at Zagreb and Montreal universities and Harvard Law School (Doctorate). He was professor of law at Seton Hall University, Law School (1982-6), and then Ljubljana University (1986). He was judge at the Constitutional Court of Slovenia from 1993 to 1998. He was a member of the United Nations Committee against Torture from 1995 to 1998. Since 1 November 1998 it has sat as a full-time Court composed of an equal number of judges to that of the States party to the Convention. The Court examines the admissibility and merits of applications submitted to it. It sits in Chambers of 7 judges or, in exceptional cases, as a Grand Chamber of 17 judges. The Committee of Ministers of the Council of Europe supervises the execution of the Court’s judgments.
