Since 1991, Ms Ziemele has been Professor of International Law and Human Rights at the Riga Graduate School of Law. From 1999 to 2001, she was a programme adviser to the Directorate General of Human Rights of the Council of Europe, Human Rights Co-operation and Awareness Division. She has been a practising attorney since 2002. In 2004, she was appointed ad hoc judge at the European Court of Human Rights in two cases brought against Latvia.   Judges are elected by the Parliamentary Assembly of the Council of Europe from a list of three candidates put forward by the State concerned.   Judges are in principle elected for a period of six years. However, under Article 23 § 5 of the Convention a judge elected to replace a judge whose term of office has not expired holds office for the remainder of his predecessor’s term. Since 1 November 1998 it has sat as a full-time Court composed of an equal number of judges to that of the States party to the Convention. The Court examines the admissibility and merits of applications submitted to it. It sits in Chambers of 7 judges or, in exceptional cases, as a Grand Chamber of 17 judges. The Committee of Ministers of the Council of Europe supervises the execution of the Court’s judgments.Citations
