Thanking the Russian authorities for their welcome, the President said that the meetings with senior Russian judges had shown that there was a high degree of support within the judiciary for the international human rights protection system set up by the European Convention on Human Rights. He also welcomed the positive response of his interlocutors to the delegation’s message about the urgency of ratifying the new Protocol No. 14 to the Convention, which is intended to streamline the Court’s procedure for dealing with simple cases. He had been assured that this message would be conveyed to the legislative authorities. The Protocol which has been ratified by all the Council of Europe member States except the Russian Federation cannot enter into force until the last ratification has been received.   “We consider this visit to be very encouraging” said President Costa on his return to Strasbourg. “I am confident that our message has been heard and it is clear that our judicial colleagues in the Russian courts understand the need for effective procedural tools for dealing with case overload.
