He obtained his Masters in Law ( juridisk embedseksamen ) at Aarhus University in 1969. He then became Assistant Professor of public law at Aarhus University (1969-1970) and of constitutional law at Copenhagen University (1970-74); Legal Adviser at the Ministry of Justice (1970-1978); Head of Department at the Parliamentary Ombudsman’s Office (1978-1982); a judge of the Court of Appeal of Western Denmark (1982-1992); President of the Court of Appeal of Western Denmark (1992-1994); and a judge of the Supreme Court of Denmark (since 1994). He was the Danish representative on the Council of Europe’s Committee of Experts for the Development of Human Rights from 1983 to 1992; a member of the European Commission of Human Rights from 1995 to1999; and has been a judge of the European Court of Human Rights since 1 November 1998.   The Court is composed of one judge in respect of each of the 47 States to have ratified the European Convention on Human Rights. Judges are divided into five Sections from which Chambers of seven judges are constituted. The Court also sits as a Grand Chamber of 17 judges. The Court has two Vice-Presidents who each preside over a Section.
