Judges Bratza (British) and Tulkens (Belgian) were re-elected respectively Vice - President of the Court and President of the Second Section for three years.   The European Court of Human Rights is made up of one judge per country elected in respect of each of the 47 States having ratified the European Convention on Human Rights. It is composed of five judicial sections and every judge is a member of one section. The Plenary Court elects by secret ballot the President of the Court, the two Vice-Presidents of the Court and the Presidents of the sections for a period of three years. Every section elects itself a Section Vice-President for a period of three years. Chambers of seven judges are formed within the sections. The Court also sits in a Grand Chamber of 17 judges.   Mr Jean-Paul Costa was born on 3 November 1941. He graduated from the Institute of Political Studies in Paris, from the Faculty of Law in Paris and from the Ecole Nationale d’Administration . From 1985 to 1986 he chaired the French delegation during the negotiations for the Treaty between France and the United Kingdom for the channel fixed link. From 1989 to 1993 he was Assessor of a Chamber in the Judicial Division of the Conseil d’Etat and from 1993 to 1998 he was the President of a Chamber. He was also Associate Law Professor at the Universities of Orléans and Paris I (Panthéon-Sorbonne). He has been a judge at the European Court of Human Rights since 1 November 1998 and President of the Court since 19 January 2007.   Sir Nicolas Bratza was born on 3 March 1945. He studied law at the University of Oxford. After having qualified as a lawyer, he was appointed first Junior Counsel of the Crown following which Queen’s Counsel. In 1993 he was elected a Bencher at Lincoln’s Inn and after that appointed a Recorder at the Crown’s Court. He was appointed judge at the High Court in 1998. He was a member of the European Commission of Human Rights between 1993 and 1998. Sir Nicolas Bratza has been a judge at the Court since 1 November 1998. He has been section President since 2001 (he had already exercised this function between 1998 and 2000). Since 19 January 2007, he has also been Vice-President of the Court.   Ms Françoise Tulkens was born on 12 September 1942. Doctor of law and holding a degree in criminology, she has been a qualified university professor since 1976. Ms Tulkens practised as a lawyer at the Brussels Bar association between 1965 and 1968 and she was a researcher at the National Fund for Scientific Research in Belgium. She has taught at the universities of Leuven, Geneva, Ottawa, Paris I and Rennes. She sat at the Administrative Council of the Human Rights League (French community of Belgium) between 1994 and 1998 which she chaired between 1996 and 1998. She was also an expert for the European Committee for the Prevention of Torture between 1996 and 1997.
