They were elected by the Council of Europe’s Parliamentary Assembly, from lists of three candidates submitted by each of the States concerned.   The Court’s judges are generally elected for a six-year term-of-office. However, Protocol No. 11 to the European Convention on Human Rights, which came into force on 1 November 1998 and led to the creation of a full-time Court, provides for, in so far as possible, the renewal of the terms-of-office of half the members of the Court every three years. For this reason, 19 of the 39 judges elected in November 1998 were elected for three years.
