The other six members of the Constitutional Court are to be appointed by the House of Representatives of the Federation of Bosnia and Herzegovina (four members) and by the Assembly of the Republika Srpska (two members).   ***     Registry of the European Court of Human Rights F – 67075 Strasbourg Cedex Contacts: Roderick Liddell (telephone: (0)3 88 41 24 92) Or: Emma Hellyer (telephone: (0)3 90 21 42 15) Fax: (0)3 88 41 27 91   The European Court of Human Rights was set up in 1959 in Strasbourg to deal with alleged violations of the 1950 European Convention on Human Rights. On 1 November 1998 a permanent Court was established, replacing the original two-tier system of a part-time Commission and Court.       THE CONSTITUTIONAL COURT OF BOSNIA AND HERZEGOVINA     The Constitutional Court's jurisdiction as defined in the Constitution is as follows:   1.   It has exclusive jurisdiction to decide any dispute that arises under the Constitution between the Entities or between Bosnia and Herzegovina and an Entity or Entities, including but not limited to:     i. whether an Entity's decision to establish a special parallel relationship with a neighbouring State is consistent with the Constitution, including provisions concerning the sovereignty and territorial integrity of Bosnia and Herzegovina;     ii. whether any provision of an Entity's constitution or law is inconsistent with the Constitution.     Such disputes may be referred only by a member of the Presidency, by the Chair of the Council of Ministers, by the Chair or Deputy Chair of either chamber of the Parliamentary Assembly, by one-fourth of the members of either chamber of the Parliamentary Assembly, or by one-fourth of either chamber of a legislature of an Entity (Article VI(3)(a)).   2.   It has appellate jurisdiction over issues under the Constitution arising out of a judgment of any other court in Bosnia and Herzegovina (Article VI(3)(b)).   3.   Finally, it has jurisdiction to hear references by any court in Bosnia and Herzegovina concerning whether a law, on whose validity its decision depends, is compatible with the Constitution, the European Convention on Human Rights and its Protocols, or with the laws of Bosnia and Herzegovina; or concerning the existence of or the scope of a general rule of public international law pertinent to the court's decision (Article VI(3)(c)).  Citations
