TURKEY         On 8 June 1999 the European Court of Human Rights (First Section), by a majority, declared admissible the application lodged in the case of Denmark v. Turkey (application   no.   34382/97).   The application     The application concerns the allegation of ill-treatment by the Turkish authorities of   Kemal Koç between 8 July to 16 August 1996 when he was detained in Turkey and in particular the treatment that Mr Koç is alleged to have suffered on 8 and 9 July 1996. Mr Koç is a Danish citizen and was born in 1957. The applicant Government further requests the Court to determine whether the interrogation techniques which are claimed to have been applied to Mr Koç are employed as a widespread practice in Turkey. The complaints are brought under Article 3 of the European Convention on Human Rights.     Procedure     The application was lodged with the European Commission of Human Rights on 7   January 1997. Decision on admissibility     Following the hearing held on 27 April 1999 and its subsequent deliberations, the Chamber found that the applicant Government’s complaints under Article 3 of the Convention could not be declared inadmissible under Article 35 §§ 1 and 4 of the Convention.
