The three new judges, Elisabeth Steiner, Vladimiro Zagrebelsky and Antonella Mularoni, were elected in respect of Austria, Italy and San Marino.   The judges elected will hold office for six years, starting on November 1 this year, with the exception of the Italian judge, who will start earlier, to fill a vacancy.   They were elected by the Council of Europe’s Parliamentary Assembly, from a list of three candidates, nominated by the States which have ratified the European Convention on Human Rights. The Court’s judges are generally elected for a six-year term-of-office. However, Protocol No. 11 to the Convention, which came into force on 1 November 1998 and led to the creation of a permanent Court with judges sitting full-time in Strasbourg, provides for, in so far as possible, the renewal of the terms-of-office of half the members of the Court every three years. For this reason, 19 of the 39 judges elected in November 1998 were elected for three years.
