He studied law at Merton College, Oxford, (Master of Arts - M.A.) and University College London (Master of Laws - LL.M). He was a lecturer in law at University College London from 1967 to 1972 and from 1972 to 1973 he practised as a Barrister in London. In 1974 he joined the Council of Europe as a member of the Registry of the European Court of Human Rights. In 1988 he was visiting professor of human rights at the University of Saskatchewan in Saskatoon, Canada. From 1990 to 1993 he was Head of Personnel at the Council of Europe and in 1995 he was elected Deputy Registrar of the European Court of Human Rights.
