Additional resources had been allocated to the Court for 2001 and an “evaluation group” was to be set up. The group would be likely to focus on how any changes to the Convention could help the Court deal with its ever-increasing caseload.   Mr Wildhaber said: “We welcome this vote of confidence from governments and are grateful that our calls for extra resources have been heeded. In percentage terms, we will have available to us approximately 10% more in 2001 than our initial budget envisaged, which should mean that, by the end of the year, we will have been able to recruit a further 45 lawyers.   “There are challenges ahead in 2001, but we are now confident that the extra funding will help us tackle our present caseload, which rose by about 22% in 2000, on top of the 40% increase in 1999. Further measures will, however, be necessary if the volume of incoming cases continues to rise and this will be the key issue for the evaluation group.   “Last year the Court delivered 695 judgments overall, 6,769 applications were either struck out or declared inadmissible and 1,082 were declared admissible. This compares to 177 judgments in 1999, 3,519 applications struck out or declared inadmissible and 731 declared admissible.
