The Vice-Presidents were elected by their respective Chambers.     Mr Georg Ress is the German Judge. He was born in 1935 and studied at the Free University of Berlin and the University of Vienna. In 1972 he obtained a doctorate in law from the University of Heidelberg and in 1976 the Habilitation . Since 1977 he has been Full Professor of International and Constitutional Law and the Law of the European Communities at the University of the Saarland (Saarbrücken). In 1979 he was appointed Director of the Institute of European Studies at the University of the Saarland and in 1995 Director of the Institute of Human Rights at the same University. Since 1994 he has been the German member of the European Commission of Human Rights.     Mr Jean-Paul Costa is the French Judge. He was born in 1941 and studied at the Institute of Political Studies of Paris, subsequently obtaining a post-graduate diploma from the Law Faculty in Paris. From 1964 to 1966 he attended the National School of Administration and in June 1966 he was appointed auditeur at the Conseil d’Etat . From 1973 to 1977 he was the Deputy Director General of the Intergovernmental Bureau for Informatics. From 1981 to 1984 he was head of the private office of the Minister of Education. From 1985 to 1986 he chaired the French delegation during the negotiations for the Treaty between France and the United Kingdom for the channel fixed link. From 1989 to 1993 he was Assessor of a Chamber in the Judicial Division of the Conseil d’Etat and since 1993 he has been the President of a Chamber.     Mr Marc Fischbach is the Luxembourg Judge. He was born in 1946 and studied in Luxembourg and at the University of Nancy, where he obtained a doctorate in law. From 1979 to 1984 he was a member of the Law Commission of the European Parliament Committee on Legal Affairs. From 1984 to 1989 he was Minister of Agriculture and Viticulture and Minister of the Interior. From 1989 to 1997 he was Minister of Justice.     Mr Josep Casadevall is the Andorran Judge. He was born in 1946 and studied at Madrid University. Since July 1980 he has been a practicing member of the Andorra Bar. From 1984 to 1992 he was Secretary General of the Andorra Bar and from 1993 to 1995 he was Chairman of the Bar. In 1996 he was elected Judge of the European Court of Human Rights.       Their term of office, which is eighteen months, will begin on 1 November 1998.   * * * *
