From 1972 to 1973 he practiced as a Barrister in London. In 1974 he joined the Council of Europe as a member of the registry of the European Court of Human Rights. In 1988 he was visiting professor of human rights at the University of Saskatchewan in Saskatoon, Canada. From 1990 to 1993 he was Head of Personnel at the Council of Europe. In 1995 he was elected Deputy Registrar of the present European Court of Human Rights.     Mrs Buquicchio-de Boer (Dutch) was born in 1944.   She studied law at Leiden University.   From 1969 to 1972 she was a member of the secretariat of the European Commission of Human Rights.   From 1972 to 1977 she served in the Private Office of the Secretary General of Council of Europe. In 1990 she was appointed Head of Division in the secretariat of the European Commission of Human Rights and in 1992 Secretary to the First Chamber of the Commission.     Their term of office, which is five years, will begin on 1 November 1998.   * * * *     The Registrar of the present Court, Mr Herbert Petzold , whose term of office expires on 31   October 1998 and who for reasons of age did not stand in this election, has been asked by the Court to continue to assist it in the early stages of its work in the capacity of Special Adviser to the President, in particular by helping to establish and strengthen ties with the Supreme and Constitutional Courts of the Contracting States and non-European States and with other international courts.       Further biographical details may be obtained from the registry of the present Court or the Secretariat of the European Commission of Human Rights.
