As a visiting professor, he taught: Soviet Law at the Université Libre in Brussels in 1989; Russian law at the State University of Milan in 1990 and 1992 and the University of Geneva in 1992; and Russian constitutional law at Georgetown University in the United States in 1993 and the Sorbonne in Paris in 1994, 1997, 1998 and 1999.     Judges at the Court are elected by the Council of Europe’s Parliamentary Assembly, in respect of each State which has ratified the European Convention on Human Rights, on the basis of a list of three candidates presented by the State concerned.     Judges are elected for six years [1] and must retire when they reach 70. They are independent and, according to Article 21 of the Convention, are not permitted to “engage in any activity which is incompatible with their independence, impartiality or with the   demands of a full-time office”. They must also “be of high moral character and must either possess the qualifications required for appointment to high judicial office or be jurisconsults of recognised competence”.     ***   Further information on the Court can be found on its Internet site: http://www.dhcour.coe.fr   Registry of the European Court of Human Rights F – 67075 Strasbourg Cedex Contacts:   Roderick Liddell (telephone: (0)3 88 41 24 92) Or:   Emma Hellyer (telephone: (0)3 90 21 42 15) Fax:   (0)3 88 41 27 91       The European Court of Human Rights was set up in 1959 in Strasbourg to deal with alleged violations of the 1950 European Convention on Human Rights.   On 1 November 1998 a permanent Court was established, replacing the original two-tier system of a part-time Commission and Court.     [1] However, the terms of office of half the judges elected at the first election expire after three years to help ensure there are elections in respect of half the judges every three years.  Citations
