He called for the appointment of a “committee of wise persons” to consider the reform.   “We have had an increase of 500% in the number of applications over the past seven years. Put simply, for as long as the number of incoming cases obviously exceeds the number of outgoing cases, the backlog will continue to grow and there will come a point at which the system becomes asphyxiated. Put equally simply, the solutions are either to speed up the process by which cases are dealt with, or to reduce the volume of incoming business, or indeed both.”   Considering the possible solutions, Mr Wildhaber said that, while the Court needed to make the best use of the resources already available, an increase in its budget was also vital. And, while internal measures could be taken to streamline procedures, “legislative” reform of the Convention would ultimately be necessary.     Speaking just before Mr Wildhaber, Robert Badinter, former President of the French Conseil constitutionnel, proposed a number of changes including turning the European Court of Human Rights into a Supreme Court and creating a second tier of regional human rights courts.   President of the Norwegian Supreme Court Carsten Smith paid tribute to Mr Ryssdal in the morning and Lord Dahrendorf gave an address on the theme of democratic society and the rule of law.   ***   Further information on the Court can be found on its Internet site, the address of which has changed to: http://www.echr.coe.int   Registry of the European Court of Human Rights F – 67075 Strasbourg Cedex Contacts:   Roderick Liddell (telephone: (0)3 88 41 24 92) Or:   Emma Hellyer (telephone: (0)3 90 21 42 15) Fax:   (0)3 88 41 27 91       [1] Studies in memory of Rolv Ryssdal.
