NORWAY   Thursday, 1 July 1999 at 9 a.m.     The applicants     The case concerns an application (application no.   23118/93) brought by two Norwegian nationals, Arnold Nilsen and Jan Gerhard Johnsen, who were born in 1928 and 1943 and live in Garnes and Fyllingsdalen respectively.   Summary of the facts   The applicants, as chairmen of the Norwegian Police Association, took part in a public debate on allegations of police brutality, responding to a published report by a university researcher, Professor Anders Bratholm, that found a significant number of incidents of such misconduct had occurred in Bergen. On 7 October 1992, in defamation proceedings brought by Mr Bratholm, the Oslo City Court declared several of the applicants' statements null and void and awarded Mr Bratholm damages.   The City Court's judgment was upheld by the Supreme Court on 5 May 1993.   Complaint     The applicants complain that the Norwegian courts’ judgments constituted an unjustified interference with their right to freedom of expression guaranteed under Article 10 of the European Convention on Human Rights.   Procedure     The application was lodged with the European Commission of Human Rights on 2   November 1993. Having declared the application admissible, the Commission adopted a report on 9 September 1998 in which it expressed the unanimous opinion that there had been a violation of Article 10 of the Convention. It referred the case to the Court on 24   November   1998. The Norwegian Government also brought the case before the Court on 21   January 1999.
