He is at present a civil servant employed in the State education service.   Summary of the facts   In 1989 the French Ministry of Co-operation recruited the applicant, who was at that time working in the private sector, on a fixed-term contract to work as a technical adviser in Equatorial Guinea under the overseas co-operation programme.   In 1990 the applicant underwent a medical examination to test his physical fitness for a new tour of duty in Gabon. As a result he was declared permanently unfit to serve overseas. The Ministry of Co-operation noted this information and accordingly notified the applicant that his name was to be removed from the list of participants in the co-operation programme.   The application concerns the length of the administrative proceedings brought by the applicant to have that decision set aside and to obtain compensation for the damage he considers that he sustained as a result.   Complaint     The applicant complains that his case was not heard within a “reasonable time” within the meaning of Article   6 § 1 of the European Convention on Human Rights.   Procedure     The application was lodged with the European Commission of Human Rights on 8   July 1995. Having found the application admissible in part, the Commission adopted a report on 17 September 1998 in which it expressed the opinion that there had been a violation of Article   6 § 1 (18 votes to 14). It referred the case to the Court on 2 November 1998.
