THE UNITED KINGDOM AND P. v. THE UNITED KINGDOM     Tuesday 14 November 2000 at 9 a.m.   The applicants   The applicants, B., born in 1963 and living in Brighton, and P., born in 1949 and living in London, are both British nationals.   Summary of the facts   Both applicants instituted County Court proceedings for residence orders in respect of their sons and asked for a public hearing and public delivery of the judgments.   B.’s case was heard in camera throughout. The judge dealing with the case ordered that no documents used in the proceedings should be disclosed outside the court and also, B. alleges, warned him that any publication of information obtained in the context of the proceedings would amount to contempt of court.   P.’s application in respect of his son’s residence was also held in camera.   Complaints   Both applicants complain, under Article   6 § 1 (right to a fair hearing) of the European Convention on Human Rights, that their cases were not heard in public and that their judgments were not publicly announced. They further complain that they are barred from divulging information about the proceedings, in violation of Article   10 (freedom of expression). In addition, P. invokes Article 13 (right to an effective remedy) and Article 17 (prohibition of abuse of rights), in that the relevant national legislation destroys his right to a public hearing.   Procedure   The applications were lodged with the European Commission of Human Rights respectively on 21 June 1996 and 31 January 1997. On 1 November 1998, the cases were transmitted to the Court, which declared the applications admissible on 14 September 1999.   Composition of the Court   The case will be heard by a Chamber composed as follows:   Jean-Paul Costa (French), President , Willi Fuhrmann (Austrian), Loukis Loucaides (Cypriot), Pranas Kūris (Lithuanian), Nicolas Bratza (British), Hanne Sophie Greve (Norwegian), Kristaq Traja (Albanian), judges , Françoise Tulkens (Belgian), Karel Jungwiert (Czech), Mindia Ugrekhelidze (Georgian), substitute judges ,   and also Sally Dollé , Section Registrar .   Representatives of the parties   Government:       Ruma Mandal , Agent , Andrew Moylan QC, Counsel ,       Karen Birch , Adviser ,   For the first applicant:   Andrew McFarlane QC and Tim Eicke, Counsel ,       James Welch , Solicitor.   The applicants will also attend the hearing.   After the hearing the Court will begin its deliberations, which are held in private.
