CYPRUS   Thursday, 6 July 2000 at 9.a.m.     The applicant   The case concerns an application brought by a British national and Turkish Cypriot by origin, Erkan Egmez, who was born in 1966 and lives in the northern part of Cyprus. He is a farmer.   Summary of the facts   Mr Egmez alleges he was arrested by Cypriot police officers in the buffer zone on 7 October 1995. He claims he was beaten unconscious and later interrogated and beaten.   He was taken to Larnaca hospital and remanded in custody until 1 December 1995, when the Attorney General decided to suspend the proceedings against him and ordered his release.   Mr Egmez claims, among other things, that he was ill-treated and tortured and that he had no remedy in respect of the ill-treatment and torture, that he was never informed of the reasons for his arrest and detention, that he was unable to challenge the lawfulness of his arrest and detention and that he had no access to court to obtain redress for his arrest and detention.   Complaints   The applicant complains that his rights guaranteed under Articles   3 (prohibition of torture), 5 (right to liberty and security), 6 (right to a fair trial) and 13 (right to an effective remedy) of the European Convention on Human Rights have been breached.   Procedure   The application was lodged with the European Commission of Human Rights on 26 March 1996. Having declared the application admissible, the Commission adopted a report on 21   October 1999 in which it expressed the unanimous opinion that there had been a violation of Articles 3 and 13 of the Convention and no violation of Articles 5 and 6.   It referred the case to the Court on 30 October 1999.
