FRANCE   Wednesday 15 March 2000 at 9 a.m.     The applicant   The case concerns an application brought by a French national, Nicolas Frydlender, who was born in 1939 and lives in Paris.   Summary of the facts   The applicant was recruited in July 1992 as an agent contractuel (under an individual contract) by the Economic Development Department of the Ministry for the Economy, Finance and the Budget in July 1972. He worked for the Ministry in Rome, Athens and, at the time when his contract was terminated, in New York.   On 27 December 1985 Mr Frydlender received a letter, dated 10 December 1985, from the Minister for the Economy, Finance and the Budget informing him that, owing to his professional incompetence, his contract would not be renewed when it expired on 13 April 1986. The final decision not to renew the contract was contained in a letter dated 9 January 1986, served on the applicant on 21 January 1986.   The applicant lodged three applications for judicial review of this decision with the Paris Administrative Court, complaining that it was ultra vires . In a judgment of 6 January 1989, the Administrative Court, having joined all three applications, dismissed them. On 24 October 1989 the applicant appealed to the Conseil d’Etat on points of law. He lodged a supplementary pleading on 23 February 1990. In a judgment of 10 May 1995, which was served on the applicant on 26 October 1995, the Conseil d’Etat dismissed the appeal, holding that it had been lawful for the Minister to dismiss the applicant on the grounds of professional incompetence.   Complaint   The applicant complains that his case was not heard within a reasonable time, contrary to Article 6 § 1 of the European Convention on Human Rights.   Procedure   The application was lodged with the European Commission of Human Rights on 20   November   1995. Having declared the application admissible, the Commission adopted a report on 20 October 1998 in which it expressed the opinion that there had been a violation of Article 6 § 1 (twenty votes to ten). It referred the case to the Court on 6 March 1999.   On 31 March 1999 the Panel of the Grand Chamber decided that the case should be heard by the Grand Chamber.   Composition of the Court   The Grand Chamber will be composed as follows:   Luzius Wildhaber (Swiss), President , Antonio Pastor Ridruejo (Spanish), Luigi Ferrari Bravo [1] (Italian), Lucius Caflisch [2] (Swiss), Jean-Paul Costa (French), Françoise Tulkens (Belgian), Willi Fuhrmann (Austrian), Karel Jungwiert (Czech), Marc Fischbach (Luxemburger), Volodymyr Butkevych (Ukrainian), Josep Casadevall (Andorran), Boštjan Zupančič (Slovenian), Nina Vajić (Croatian), John Hedigan (Irish), Wilhelmina Thomassen (Dutch), Tudor Panţîru (Moldovan), Kristaq Traja (Albanian), Judges ,   and also Maud de Boer-Buquicchio , Deputy Registrar .   Representatives of the parties   Government:   Jean-François Dobelle , Agent , and Pierre Boussaroque , Counsel ;   Applicants:   François-Henri Briard , Counsel .   After the hearing the Court will begin its deliberations, which are held in private. Judgment will be delivered at a later date.   Registry of the European Court of Human Rights F – 67075 Strasbourg Cedex Contacts:   Roderick Liddell (telephone: (0)3 88 41 24 92)   Emma Hellyer (telephone: (0)3 90 21 42 15) Fax: (0)3 88 41 27 91   The European Court of Human Rights was set up in Strasbourg in 1959 to deal with alleged violations of the 1950 European Convention on Human Rights.
