Procedure   On 30 November 1999 the Court asked the respondent Government, under Rule 39 of the Rules of Court, to adopt the following interim measure:   “ The Court requests the respondent Government to take all necessary steps to ensure that the death penalty is not carried out so as to enable the Court to proceed effectively with the examination of the admissibility and merits of the applicant’s complaints under the Convention.”   Composition of the Court   The case will be heard by a Chamber composed as follows:   Elisabeth Palm (Swedish), President , Wilhelmina Thomassen (Dutch), Gaukur Jörundsson (Icelandic), Rıza Türmen (Turkish), Corneliu Bîrsan (Romanian), Josep Casadevall (Andorran), Rait Maruste (Estonian), judges , Luigi Ferrari Bravo [1] (Italian), Boštjan Zupančič (Slovenian), Tudor Panţîru (Moldovan), substitute judges ,   and also Michael O’Boyle , Section Registrar .   Representatives of the parties   Government :   Francis Szpiner , Co-Agent , Şükrü Alpaslan , Co-Agent ;   Yunus   Belet , Orhan Nalcioğlu , Ergin Ergül , Gülhan Akyüz , Bilal   Çalişkan , Özer Zeyrek , Recep Kaplan , Cengiz Aydin ,   Tuncay Çinar , Kaya Tambasar , Münci Özmen , Deniz Akçay ,   Didem Bulutlar , Banur   Özaydin , Counsel ;   Applicant:   Hasip Kaplan , Sir Sydney Kentridge , Mark Muller ,   Timothy   Otty, Counsel ; Kerim Yildiz, İrfan Dündar ,   Doğan Erbaş , Gareth   Pierce , Louis Charalambous ,   Philip Leach, Advisers.   Registry of the European Court of Human Rights F – 67075 Strasbourg Cedex Contacts:   Roderick Liddell (telephone: (0)3 88 41 24 92)   Emma Hellyer (telephone: (0)3 90 21 42 15) Fax: (0)3 88 41 27 91   The European Court of Human Rights was set up in Strasbourg in 1959 to deal with alleged violations of the 1950 European Convention on Human Rights.
