GREECE AND 26 LENGTH OF PROCEEDINGS CASES     The following 27 chamber judgments [1] have today been notified in writing by the European Court of Human Rights.     1)   Antonakopoulos, Vortsela and Antonakopoulou v. Greece (Section 3) (application no.   37098/97)   The Court has unanimously found violations of Article 6 § 1 (right to a fair trial) and of Article 1 of Protocol No. 1 (entitlement to peaceful enjoyment of possessions) of the European Convention on Human Rights in the case of Antonakopoulos, Vortsela and Antonakopoulou v. Greece. It awarded 4 593 735 drachmas for pecuniary damage .   The applicants, Rizos Antonakopoulos, Georgia Vortsela and Angeliki Antonakopoulou (now deceased), all Greek nationals, were born in 1938, 1941 and 1910 respectively. Mr Antonakopoulos lives in Holargos and Ms Vortsela in Kifissia.   The case concerns a retroactive increase in the pension of Spiridon Antonakopoulos, who was Mrs Antonakopoulou’s husband and the father of the other two applicants. The applicants complained that this increase, which was awarded by the Court of Audit, was not paid. They also complained that the legislature interfered in the administration of justice by passing a law annulling the increase and that, even after the Court of Audit ruled that this law was unconstitutional, the increase was still not paid.     The judgment exists only in French.       2)   A.M. v. Italy (Section 2)   The Court has found a violation of Article 6 § 1 taken together with 6 § 3 (d) (right to a fair trial) of the Convention, in the case of A.M, an Italian national born in 1942 and living in Florence. A.M. complained that he did not have a fair trial because he was unable to question witnesses or have them questioned in proceedings against him, in which he was accused of indecent assault of a minor. The Court has awarded him 50 000 000 Italian lire for damages and 4 837 900 ITL for costs and expenses.    The judgment exists only in French.   3)   19 cases against Italy (Section 2)   The Court has found violations of Article 6 § 1 of the Convention (right to a fair trial within a reasonable time) in three cases against Italy concerning the length of criminal proceedings [2] and 16 concerning the length of civil proceedings [3] .   The judgments exist only in French.   4)   Five friendly settlements concerning Italy (Section 2 and Section 4)   Friendly settlements have also been agreed in five Italian cases involving the length of criminal proceedings.   Mastroeni v. Italy, Lombardo v. Italy, M.R. v. Italy and Penna v. Italy exist only in English and Iacopelli v. Italy exists only in French.     5)   One length of proceedings case against Portugal (Section 4)   The Court has found a violation of Article 6 § 1 in the case of Ferreira de Sousa and Costa Araújo v. Portugal, concerning the length of civil proceedings. On 1 November 1998 a full-time Court was established, replacing the original two-tier system of a part-time Commission and Court. [1] Under Article 43 of the European Convention on Human Rights, within three months from the date of a Chamber judgment, any party to the case may, in exceptional cases, request that the case be referred to the 17-member Grand Chamber of the Court.   In that event, a panel of five judges considers whether the case raises a serious question affecting the interpretation or application of the Convention or its Protocols, or a serious issue of general importance, in which case the Grand Chamber will deliver a final judgment. If no such question or issue arises, the panel will reject the request, at which point the judgment becomes final. Otherwise Chamber judgments become final on the expiry of the three-month period or earlier if the parties declare that they do not intend to make a request to refer.   [2] De Blasiis v.
