Mr Borrego Borrego will replace Mr Antonio Pastor Ridruejo, who has reached the age-limit laid down in Article 23 § 6 of the European Convention on Human Rights. As   Mr   Pastor Ridruejo was re-elected in 2001 for a new six-year term of office, Mr   Borrego Borrego will serve until 31 October 2007.   Mr Borrego Borrego, who was born in Seville (Spain) in 1949, is a member of the Council of Europe’s Steering Committee for Human Rights (CDDH) and Committee of Experts for the Improvement of Procedures for the Protection of Human Rights (DH-PR). He has been the Spanish Government’s Agent vis-à-vis the European Court of Human Rights since 1990   Judges are elected by the Parliamentary Assembly of the Council of Europe from lists of three candidates nominated by each State which has ratified the Convention.   Judges are in principle elected for a period of six years. On 1 November 1998 a full-time Court was established, replacing the original two-tier system of a part-time Commission and Court.Citations
