On 12 November 1999 a private person filed a complaint against twelve public officials, including the applicant who was a policeman at the time, accusing them of abuse of office and forgery

    On 15 February 2010 the Internal Security Department of the State Police ( Valsts Policijas Iekšējās Drošības Birojs ) informed the applicant that it had been refused to open criminal proceedings

acknowledge that he had been the driver of the car that had caused the accident and to denounce his statement that he had been the passenger of that car, which had been driven by M., a local off-duty policeman

However, it appears that he showed the fax to a policeman who reported the incident to the prosecuting authorities. Criminal proceedings were then brought against the applicant.

A.L. had also seen a policeman, B.T., running, but he had lost track of the dark-skinned man. A.L. had also seen three other civilians running after the policeman.

If       the policeman concentrates on one crime, he may be accused of       neglecting others.
