Between 1 August 1981 and 31 May 1988 he paid contributions to the same fund for five years, ten months and 18   days. 10.

It thus lasted over ten and a half years for one level of jurisdiction. 14.

    The Court firstly notes that the proceedings lasted two years and ten months at the conciliatory stage.

On the same day, the scene of the accident was also inspected. 25.     The proceedings are still pending before the District Court. THE LAW I.

On 18 March 2019 the first applicant designated the same defence counsel as the second applicant.

It also noted that those proceedings had lasted at least eighty-eight days.

It was also decided to rule on the admissibility and merits of the applications at the same time (Article 29 §   1). 4.

    Invoking Article 4 of Protocol No. 7 to the Convention, the applicant alleged that he had been punished twice for the same offence. THE LAW A.

Specifically, they averred that the two applications concerned the same facts and, essentially, the same complaints. 35.

    On the same date, the Bucharest Court of Appeal, ruling as a single judge, dismissed the prosecution’s request. 28.

However, the same could not be said of the manner in which the inquiries had been conducted.

Applying Article 29 § 3 of the Convention, it decided to rule on the admissibility and merits of the application at the same time. THE FACTS THE CIRCUMSTANCES OF THE CASE 4.
