The only delays which could be attributed to the State had resulted from the judge being on annual leave or ill. However, the resulting total delay of approximately four months was negligible.

    These delays cannot be attributed to the applicant company’s conduct.

Accordingly, the only issue that remains to be examined concerns the delays in the enforcement of those judgments.
